University of Turku and the Ministry of Education of Mongolia sign Memorandum of Understanding
The Memorandum of Understanding between the University of Turku and the Ministry of Education of Mongolia aims to strengthen relations between the parties and promote cooperation in education, research and development. Planned activities to achieve these objectives include student and staff mobility, the reform of teacher education, and joint education, research and development projects.

Collaboration also in antibullying initiatives and the application of learning technologies
During a Finnish-Mongolian business event, organised in connection with President Khürelsükh’s visit, Memoranda of Understanding were also signed concerning KiVa Antibullying Program and the digital learning platform Eduten.
The Memorandum of Understanding relating to the KiVa Antibullying Program, developed at the University of Turku, will facilitate the program’s implementation in Mongolian schools in collaboration with a local non-governmental organisation Heart and Mind Education and the Ministry of Education.
“We are excited to begin collaborating with our new partners to bring the evidence-based KiVa Antibullying Program to schools in Mongolia. The plan is to translate the KiVa materials into Mongolian language, train our partner, and then launch the program in pre-selected lower secondary schools during the pilot phase,” says Johanna Kivinen, KiVa International Program Manager.
“This marks a great beginning to what we hope will be a long-term collaboration involving the KiVa program, the Mongolian Ministry of Education, and the Heart and Mind Education NGO,” Kivinen adds.
Cooperation between the Ministry of Education of Mongolia and Finnish education providers began in early 2023, when Eduten Ltd, a University of Turku spin-off, rolled out Eduten, a platform based on university research, across all public schools in the country. The collaboration has since expanded year by year, and Eduten has also actively worked to introduce other Finnish education providers to Mongolia.
At the event, Eduten CEO Henri Muurimaa signed a Memorandum of Understanding with the Ministry of Education of Mongolia. The agreement aims to extend the use of learning technology and learning analytics based on Finnish research to provide greater support for Mongolia’s education system.
“It is great to see that our work over several years in Mongolia is now helping to bring Finnish educational expertise to a wider audience in Mongolia. Together with the University and other partners, we can help the local education sector make rapid progress,” says Muurimaa.
